Jeune Afrique magazine reported that media outlets close to the family founded by retired General Khalifa Haftar reported the formation of a joint force at the end of October between Haftar's "General Command" and the Chadian army, led by Saddam Haftar, who serves as deputy commander of his father's Libyan army. The magazine, in a report by Farida Dahmani, indicated that this move comes amid escalating activity by Chadian rebels near the shared border, and concerns about the impact of the Sudanese crisis on regional stability. The magazine added that the announcement of this joint force coincides with sweeping changes in the military leadership structure in eastern Libya, with Major General Ahmed al-Darsi appointed Chief of Staff of the Ground Forces, replacing Saddam Haftar, who was promoted to Deputy Commander-in-Chief. The rise of Saddam Haftar, whom his father considers his chosen heir, is accompanied by efforts to consolidate regional influence, placing the responsibility for addressing the delicate challenges along the Libyan-Chadian border, particularly concerning the Toubou tribes, on Major General al-Darsi. The magazine notes that al-Darsi, known for his close ties to Khaled Haftar and his extensive connections in the border region, must remain vigilant regarding the potential repercussions of the Sudanese war, which could further complicate the situation. In this regard, Chadian President Mohamed Idriss Déby welcomed the new military cooperation, despite its lack of widespread domestic support. The magazine reported that this military coordination comes amidst a tense regional climate, as Chadian opposition movements based near the border seek to strengthen their cooperation and unify their ranks in the face of security challenges, while the threat of the Sudanese conflict spilling over into the region looms. It also quoted sources in Benghazi as saying that Saddam Haftar had instructed the Border Guard Administration, responsible for desert patrols, to begin operations within the framework of the new joint force. Haftar's military media division confirmed that this joint force aims to enhance security cooperation between Libya and Chad and intensify efforts to combat organized crime, including "gangs, smuggling, and criminal networks."
