The text of the Sudanese government's peace initiative
Sudan’s Prime Minister, Kamil Idris, presented the Sudanese government’s initiative to the UN Security Council, aiming to achieve a comprehensive ceasefire under international and regional supervision. The initiative also addressed the reintegration of ex-combatants who have not been convicted into civilian society and outlined key steps for achieving peace. **Text of the Initiative:** **A) Preamble:** Sudan is experiencing an existential crisis due to the war waged by the so-called rebel militia (formerly the Rapid Support Forces), in flagrant violation of international laws and norms. This war has led to an unprecedented humanitarian catastrophe and threatens regional and international stability. Therefore, based on the roadmap submitted to the Security Council and in conjunction with the Saudi-American peace initiative, the Sudanese civilian transitional government presents a clear vision aimed at ending this aggression, protecting the Sudanese people and the unity of the country, and ensuring international peace and security. **B) Key Steps for Peace:** **1. Ceasefire:** This requires a declaration of a comprehensive ceasefire subject to joint monitoring by the United Nations, the African Union, and the League of Arab States. This must coincide with the withdrawal of the rebel militia from all occupied areas, in implementation of the Declaration of Principles signed in Jeddah on May 11, 2023. **2. Assembly of Militia Fighters:** - Withdrawal of fighters and their assembly in camps to be agreed upon under joint UN, African, and Arab supervision. - Registration and screening of individuals belonging to this militia and accurate collection of their data. **3. Internally Displaced Persons, Refugees, and Humanitarian Aid:** - Facilitating and securing the return of internally displaced persons to their areas of origin. - Ensuring the voluntary return of refugees and guaranteeing the flow of humanitarian aid to all those affected by the war. **4. Disarmament of the Militia:** Conducting a comprehensive disarmament process under international supervision, with measures to ensure that these weapons are not repurposed. **C) Confidence-Building Measures:** Within the framework of Security Council Resolution 2736 to ensure national ownership of the peace process, the Transitional Government will adopt the following measures: **1. Political Measures: - Legal prosecution of those responsible for major crimes such as human rights violations and genocide, with a commitment to transitional justice policies and accountability for those not convicted. - Reviewing the legal status and issuing official documents for those wishing to return to the country, as a prelude to creating a conducive environment for a comprehensive national dialogue. 2. Security Measures: - Integrating qualified individuals into the state's regular forces. - Implementing Disarmament, Demobilization, and Reintegration (DDR) programs to help combatants return to civilian life and promote social stability. 3. Economic Measures and Reparations: - Allocating additional resources to war-affected areas to implement reconstruction and sustainable development projects. - Enabling productive activities through the establishment of microfinance funds to improve local living standards. - Providing vocational training programs and employment opportunities for former combatants to ensure their smooth integration into the national economy. 4. Social Measures: - Providing opportunities for combatants not involved in serious crimes to participate in social peace initiatives and community reconciliation programs. - Engaging them in educational and health projects that contribute to supporting schools and hospitals in affected areas, so they become part of the community solution. **B) Reconciliation and Community Peace Conferences:** Organizing conferences at the local and international levels to promote national reconciliation and restore the social fabric in partnership with UN and regional institutions and sister and friendly countries to mitigate the effects of war and create a stable community environment. **C) The Political Process:** Launching a comprehensive Sudanese dialogue during the transitional period, with the participation of all political parties, to reach an agreement on the administration of the state and the future system of governance. This will be followed by holding free and fair elections under international supervision to complete the comprehensive democratic transition process.
